Communications Commission of United Nations Educational, Cultural and Scientific Organization (UNESCO) voted 47 to 9 with 13 abstentions to approve declaration favoring ban of direct satellite broadcasting to other nations without their permission. U.S. Deputy Secretary of State for Educational and Cultural Affairs William B. Jones said that ban was "in direct opposition to our own national traditions, and to the basic principles of the United Nations." (Randal, W Post, 11/5/72, A14)
