The People's Republic of China was reportedly developing an intercontinental ballistic missile 20% larger than the largest one in the U.S.S.R., the New York Times said. Administration officials had said the' missile was a three-stage, liquid-fueled ICBM expected to have a range of 8000 to 11000 km (5000 to 7000 mi), Underground silos were being built at a missile test center west of Peking, a location which would permit the missile to reach major cities and military targets in the U.S. and U.S.S.R. Following the first successful tests, it would take three years before a force of 10 to 30 missiles could be deployed. (Beecher, NYT, 3/4/73, 17)
