NASA reported that, in keeping with President Carter's directive on space policy, it would undertake a study with NOAA to determine how far private industry could participate directly in U.S. civilian remote-sensing programs. Under the direction of Arnold Frutkin, NASA associate administrator for external relations, and Wilbur H. Eskite, Jr., NOAA special assistant for studies and analysis, the agencies would ask for private-sector views on capital investment, system ownership, system concepts, development of commercial products, market assessments, incentives needed to participate, and the roles of government and private industry in remote sensing.
