A Delta rocket carried two satellites into space from Cape Canaveral, Florida, to test laser technology planned for the Strategic Defense Initiative program. One satellite, the Relay Mirror Experiment, was to reflect a beam fired from a mountain top in Hawaii back to another nearby point on Earth using a mirror. The other satellite, the Low Power Atmospheric Compensation, was to correct laser strike distortions caused by dust, moisture, and gases. The media generally opined that success of the experiment might induce Congress not to slash the $4.5 billion that President George Bush had requested for further research into the project in budget year 1991.
