Orion Network Systems of Rockville, Maryland, has been gradually creating a private satellite communications network for businesses in the United States and Europe. It was awaiting approval for its financing from the Federal Communications Commission. The satellites were to be built by British Aerospace Limited and the launch was to be handled by General Dynamics Commercial Launch Services of San Diego, which would use Atlas rockets.
