According to the Washington Times, Orbital Science Corporation announced it planned to launch the state's first privately funded orbital flights from the NASA base on Wallops Island by 1993. Orbital was pressuring the governor of Virginia to make the area a tax-free foreign-trade zone, comparable to legislation that has declared Cape Canaveral, Florida, tax-free in order to reduce the launch cost. NASA announced that Lewis Research Center, Cleveland, had selected the team of General Electric Corporation, Cincinnati, and United Technologies Pratt and Whitney Division, West Palm Beach, Florida, for a contract for propulsion materials to be used on a 21st century High Speed Civil Transport.
