NASA announced the signing of a contract with the Paton Welding Institute in Kiev, Ukraine, to develop a plan for flying a space welding tool aboard the Space Shuttle in October 1997. The Ukrainian Universal Hand Tool was an electron beam welding device developed at the Institute and used by Salyut 7 cosmonauts in 1984 and 1986 in the first electron beam welding in space experiments. One of NASA's high-altitude, remote-controlled, Perseus research aircraft crashed, severely damaging the plane. NASA's Dryden Flight Research Center operated the craft, which was used to collect data from the upper reaches of the atmosphere-it could fly up to an altitude of 90,000 feet.
