A consulting firm, which NASA had hired, reported that NASA had made significant organizational reforms in its safety procedures and management culture. NASA had hired the consulting firm Behavioral Science Technology to assist in its three-year effort to implement the CAIB's recommendations. Reporting on the first anniversary of the CAIB's report, the consulting firm's chairperson Thomas R. Krause stated that NASA administrators and managers had made significant efforts to seek input from lower-ranking employees regarding safety enhancements.
