In space studies symposium at Argonne, Ill., Bernard I. Spinrad, Argonne National Laboratory scientist, predicted: "On the basis of techniques which in general we now know, I believe that the larger scale exploration of the solar system will in fact be undertaken from a base on the moon." National Academy of Engineering was being formed as an affiliate of National Academy of Sciences, President of Engineers Joint Council Dr. Eric Walker announced. (Finney, NYT, 5/5/63, 60)
