Nature magazine commented on Dir. Robert A. Frosch's leaving NASA, "the latest to join the exodus of science administrators from the federal government" with the departure in June of Dr. Richard Atkinson, director of the NSF, and the "widely expected" appointment of Dr. Frank Press, head of the White House Office of Science and Technology Policy, as president of the National Academy of Sciences. Dr. Frosch's time at NASA had seen "the agency struggling increasingly against the escalating costs of the [Shuttle] which is now biting deeply into the space research budget."
