A spokesman said that NASA had delayed loading the Hubble Space Telescope's replacement parts into Space Shuttle Endeavour because a fine, sandy substance had been found on two sealed plastic bags containing instruments needed to repair the telescope. A wind storm was thought responsible. Officials were to inspect the instruments to make sure they had not been damaged.
