NASA Administrator Daniel S. Goldin told a Senate panel that the U.S. space program "is in chaos" because of congressional budget cuts. NASA's five-year budget plan dropped from $106 billion last year to $71 billion. Noting that NASA's budget changed every two or three months, Goldin called on Congress to institute a multiyear budget that would enable the agency to develop a strategic plan.
