Appearing before the Los Angeles World Affairs Council, NASA Administrator Dr. James C. Fletcher said that building the Space Station was critical to the United States regaining initiative in space. It is no longer a question of whether we should have long-term goals in space," Fletcher said. "The question is can we afford not to lead." (LA Times, Nov 7/87)
