NASA General Counsel Paul G. Dembling told Rutgers Univ. audience: ". . . we are moving toward the end that the rule of law will prevail in space." He explained space law treaty, which entered into force Oct. 10, 1967, and praised effectiveness of U.N. "as a vehicle for the development of international law." Significance of space law and space rescue treaties was that they "indicate that international law can develop . . . even among nations having widely divergent ideologies and national interests . . . [and] can evolve by gradually codifying the ground rules which are considered by States to be in their common interests." (Text)
