The Daily Dispatch newspaper in Liverpool England explains why the 1875 Explosives Act will prohibit Britain ever launching rockets into space. It quotes Philip E. Cleator, founder of the British Interplanetary Society who says he has recently been visited by James H. Wild of the American Interplanetary Society.
