The NACA proposed a national aviation policy establishing a Bureau of Aeronautics in the Commerce Department, authorizing airplane competition to stimulate new designs, increasing Army and Navy air appropriations, expanding the Air Mail Service, and expanding research at the Langley Memorial Aeronautical Laboratory.
