Issue #4 of the Bulletin of the American Interplanetary Society is published and includes articles by Laurence E. Manning (Some Speculations Upon the Problem of Landing a Space Ship) and Clyde J. Fitch (Interplanetary Communication). Announcements include the beginning of the Society's rocket building program under the vice-president of the American Interplanetary Society G. Edward Pendray, the completion of Hermann Oberth's "eight-foot" rocket, some new information about Cosmic Rays by Dr. Raymond A. Millikan and a debate in the New York Evening Post between David Lasser and an unknown writer about whether a rocket would work in a vacuum.
