Examination of a satellite launch vehicle using solid fuel upper stages to achieve payload orbit with as simple a booster as possible initiated by NACA Langley, the beginning of the conception of Scout.

During July-August: NACA Ames Laboratory's Alfred Eggers worked out semi-ballistic design of manned reentry spacecraft.
