Loss of a second Pegasus launch vehicle on June 22 has created a serious shortage of small launch vehicle support for NASA's scientific missions. NASA anticipates requesting industry to provide suggestions for alternate sources of small expendable and reusable services. Although the Agency would prefer to use U.S. vehicles, the White House could change the policy that precludes the use of others.
