The Pentagon released a Defense Intelligence Agency study which claimed that the Soviet Union had spent $80 billion on military space programs during the last decade. As a result, the Soviet Union was dramatically expanding its ability to boost payloads into space. The study said the Soviet Union operated about 50 types of space systems for military and civilian uses, had successfully tested a heavy-lift. booster rocket in May 1987, and: routinely launched five times as many rockets each year as the United States.
