President Reagan approved a joint resolution designating 1983 the "Bicentennial of Air and Space Flight." His proclamation recalled the first manned flight in history, in a hot-air balloon that traveled 5½ miles after its launch on November 21, 1783, over Paris, France. He said that the commemoration would be "an opportunity to increase public awareness of our nation's achievements in aviation and space flight and to rededicate ourselves to the spirit of excellence which has brought us so far so fast."
