Jerry Ross and Jay Apt fixed a stuck satellite antenna in NASA's first unscheduled repair in space, showing the value of the human element in space flight. Thereafter they remained outside for three more hours to test equipment. A further spacewalk was scheduled before return to Earth. The General Services Administration (GSA) and NASA were at odds over the timing and method of moving NASA's main voice and data network to the mandatory FTS 2000 contract. GSA was pressuring NASA to move all of its Program Support Communications Network (PSCN) to FTS 2000 by September 30. PSCN provides long distance communications between NASA centers and its contractors and NASA planned to move to FTS 2000 over a two-year period.
