Administrator Dr. James C. Fletcher said at a Board of Governors meeting that he expected President Ronald Reagan's approval for a replacement Shuttle. He reiterated what he told the President earlier and averred, "We need a fourth orbiter right away, as soon as we can build it." Fletcher also warned that if it were not built and if we do not begin operating the Space Station by 1994, "that could be very dire, indeed, for the future of American science and technology and the American economy."
