A panel of scientists and engineers, established at the behest of the Rogers Commission, endorsed NASA's redesign of the Shuttle's solid rocket, but urged the Agency to increase its test schedule and to consider alter-native designs. NASA's efforts had been limited by confining any redesign to plans that incorporated the rocket segments already ordered before the Challenger accident. Because the chosen design could prove inadequate and because NASA would begin investigating second generation booster rockets, all alternative design changes, the panel concluded, were in need of study.
