NASA announced that it would allow private contracts for McDonnell Douglas, builders of the Delta rocket, and General Dynamics Corporation, builders of the Atlas Centaur, to market their products. The two companies were also granted the use of NASA launch facilities, with the agreement to reimburse for any costs incurred.
