In a letter to Acting NASA Administrator Daniel Mulville, NASA Advisory Council (NAC) issued its recommendations on the management and future development of the ISS. NAC provided the recommendations two weeks after it had received an assessment created by the ISS Management and Cost Evaluation (IMCE) Task Force. NASA and the OMB had created the IMCE to perform an independent external review of the ISS. In its letter, NAC stated that NASA needed to resolve budgetary and management problems with the space station. NAC also recommended that NASA clarify its scientific priorities for the ISS and focus on a reduced configuration of the ISS that could serve three crew members. However, NAC also recommended that NASA continue funding components of the ISS that could serve a larger crew, such as a lifeboat vehicle and crew quarters.
