FCC–NASA memorandum of understanding for delineating and coordinating civil communication space activities signed. It stated that "earliest practicable realization of a commercially operable communication satellite system is a national objective." NASA released "Evaluation of U.S.S.R. versus U.S. Output in Space Science," a study prepared for the House Committee on Science and Astronautics.
