The second edition of the Bulletin of the American Interplanetary Society was published. Announcements include an application for membership by Robert Esnault-Pelterie and the preparation of a book about Max Valier by G. Edward Pendray. Articles include "Getting Away From the Earth" by Laurence E. Manning, "Can Man Exist in Outer Space" by Charles P. Mason and "Navigation in Interplanetary Space" by C.W. Van Devander. News includes a report from VfR in Germany that Hermann Oberth is working on three rockets. Members of the VfR at this time include Oberth, Rudolph Nebel, Willy Ley, Otto Willi Gail, Fritz von Opel, Guido von Pirquet, Nikolai A. Rynin, Konstantin E. Tsiolkovsky, Jakov I. Perelman and Robert Esnault-Pelterie.

In other news it is reported that Robert Esnault-Pelterie and André Hirsch have instated an international prize of ten thousand francs for the "best original scientific work, either theoretical or experimental, which tends to improve the solution of the problem of interplanetary navigation or any of the branches of science which are included in Astronautics." This became known as the REP-Hirsch Prize.
