Secretary of Defense Wilson issued a memorandum to the Armed Forces Policy Council fixing the areas of jurisdiction of the three U.S. armed services in developing missiles of various ranges, and giving the USAF operational jurisdiction over long-range missiles, Army over missiles up to 200-mile range and for "point defense," and Navy for ship-based missiles.
