Secretary of Defense McElroy directed the Department of the Army to launch a scientific satellite with the modified Jupiter-C test rocket. The satellite, carrying instruments selected by the National Academy of Sciences, would be a part of this country's contribution to the IGY. William M. Holaday, Assistant to the Secretary of Defense for Guided Missiles, was given authority for coordinating this ABMA-JPL project with the overall U.S.-IGY satellite program.
