NASA Administrator Richard H. Truly released a letter from Norman R. Augustine, former chairman of the Advisory Committee on the Future of the U.S. Space Program, assessing NASA's efforts over the preceding nine months to implement the committee's recommendations. The letter recognized that NASA took "many significant actions" but "much is yet to be accomplished." (NASA Editors' Note N91-60; UPI, Sep 16/91)
According to Aviation Week and Space Technology, quoting the Earth Observing System (EOS) Engineering Review Panel, NASA's plans for EOS satellites A and B "should be completely reconfigured." The panel also stated that the EOS Data and Information System was incorrectly configured and lacked central control of data archiving and distribution. NASA released the report on September 23. The same issue of the magazine reported that NASA was discussing with Martin Marietta reintroducing the Titan 3 booster to launch the EOS spacecraft into polar orbit from Vandenberg Air Force Base, California, in the late 1990s.
