The House voted to slash the Strategic Defense Initiative $4.7 billion request to $2.3 billion. Representative Jon Kyl argued that the United Stated needed "Star Wars" to avoid "being held hostage by some tinhorn dictator." Representative Ronald Dellums retorted that only $143 million of the program's budget was dedicated to destroying short-range missiles, those developed by Third World Nations. (P Inq, Sep 19/90)
