A NASA study reported that relocation of crew training and mission-control activities from Johnson Space Center in Tex. to Cape Canaveral in Fla. would offer "no management, technical or budgetary advantages" and "would seriously affect a smoothly functioning, highly efficient organization" at JSC, delaying the Space Shuttle program by up to 2 yr. The study, requested in June 1975 by Rep. Don Fuqua (D-Fla.), chairman of a subcommittee on space science and applications of the House Committee on Science and Technology, said that relocation would cost up to $842 million by 1983, and that the funds would not be recoverable.
