Dr. T. Keith Glennan signed proclamation declaring that "as of the close of business September 30, 1958, the National Aeronautics and Space Administration has been organized and is prepared to discharge the duties and exercise the powers conferred on it." Entered upon the Federal Register, this proclamation instituted the National Aeronautics and Space Administration as of October 1, 1958.
