In a statement released by the White House Press Secretary, President Ronald Reagan announced "two steps that will ensure America's leadership in space exploration and utilization." His first target was the building of a fourth Space Shuttle beginning in fiscal year 1987, deemed necessary for accomplishments in space (especially the Space Station). He also announced that NASA would ease out of the business of launching commercial satellites by allowing the private sector to assume the responsibility, which, he said, would eventually be done "better and cheaper."
