NASA and the National Research Council of Canada signed a protocol at the Aerospace North America conference in Vancouver, British Columbia, founding the Aircraft Icing Research Alliance and drafting the Aircraft Icing Research Strategic Plan, to "provide a framework for collaboration to develop critical aircraft icing technologies." The Alliance planned to add more partners, such as the United States' FAA, Environment Canada, Transport Canada, and other government agencies, universities, industrial firms, and organizations interested in aviation-icing research.
