NASA signed an agreement with the General Dynamics Space Systems Division, San Diego, California, granting authority to use NASA-controlled facilities and capabilities for commercial manufacture and launch of the Atlas/Centaur vehicle. This was the first instance of the U.S. Government transferring commercial operations of an expendable launch vehicle to the private sector. The agreement reflected NASA's endorsement of U.S. policy calling for the development of private sector launch capabilities. (NASA Release 87-55)
