U.K.'s Jodrell Bank Experimental Station reported U.S.S.R.'s Luna XIV spacecraft had apparently entered lunar orbit and was transmitting telemetry but no photographic signals. U.S.S.R. had made no official statement since April 7 launch. (UPI, NYT, 4/11/68, 4; Cohn, W Post, 4/11/68, A27)
Ernest W. Brackett, Special Assistant to NASA Assistant Administrator for Industry Affairs, was appointed Chairman of NASA Board of Contract Appeals, succeeding E. M. Shafer, who became Chairman of NASA Contract Adjustment Board. GSFC's Matthew J. McCartin was appointed Vice Chairman. (NASA Release 68-65)
