Senate adopted conference report on H.R. 12711, Independent Offices Appropriations Bill containing NASA appropriations for FY 1963. Bill would be sent to White House.

Bernard Strassberg was appointed director of the FCC Office of Satellite Communications.

In test near Florida coast, air-launched Skybolt missile flew most successful flight to date, achieving second-stage ignition for the first time. The USAF missile fell short of its 900-mi. target when malfunction caused second-stage engines to burn out after only 15 sec., several sec. sooner than programed.
