Francis Carl Schwenk worked in the Office of Launch Vehicle Programs at NASA in the late 1950s and early 1960s. He earned a B.S. from Pennsylvania State University and an M.S. from University of Illinois in 1951. He joined the Cleveland Research Lab of the NACA and assisted in early research on transonic compressors for turbojet engines. He joined NASA in late 1958 and his role was analyzing space vehicles for planning purposes. Along with Milton W. Rosen he compiled a plan for a Direct Lunar Mission in early 1959. The pair presented their paper at the International Astronautical Congress in London in September 1959.
