Following the release of the Presidential Commission's report, NASA Administrator Dr. James C. Fletcher announced that he would adopt most of the recommendations. He stated, "The whole agency needs a major reexamination." He further said that he still expected the Shuttle fleet to resume operation by July 1987, that the President will opt for a replacement Shuttle, and that he remained committed to the Teacher in Space Program. Congress, how-ever, pointed out that fiscal restraints would render it nearly impossible to make all the Committee's suggested repairs while building a new orbiter and pursuing the Space Station and the aerospace plane.
