Dr. Paul Clark, who formerly engaged in cardiovascular research for NASA, two years ago began organizing The Mandate, a grassroots movement that seeks to collect at least 100 million signatures worldwide to create a World Environmental Court of Justice. Individuals also are asked to act responsibly in an environmental sense. (UPI, Mar 31/91)
